An executive body of the European Union, which proposes legislations, implements decisions and looks after the sound functioning of the European Union in all its aspects, is known as the European Commission. European Commission has deployed 27 members, referred to as ‘Commissioners’ and functions just like a cabinet government having a variety of portfolios.

The European Commission is a representation of all the member states of the European Union, and each member state is represented by a nominated dignitary. Out of the 27 members, any member proposed by the European Council, is unanimously elected by the European Parliament, as President of the European Commission.

The nominated European Commission President and European Council together, appoint the remaining 26 members of the commission. The newly formed commission is finally subjected to a vote of approval from the European Parliament. The 27 member commission supersedes an administrative body comprising, a massive 23,000 work force, which consists of European Civil Servants and subordinating staff.

This massive work force is designed to represent departments and functionaries, called as ‘Directorates General’, along with various other services. Most of the official works in the European Commission, is done in, English, German and French languages. The members of the commission with their respective teams or cabinets operate from, the ‘Berlaymont Building’, located at Brussels, in Belgium.

European Commission is a supranational authority functioning in order to manage a smooth and orderly functioning of the European Union. It is an executive body that is separate from political governments and functions independently with a neutral approach. Some of the major powers and functions of the European Commission include scrutiny of the implementation, of various treaties and legislations. It draws the budget of the European Union, drafts rules and regulations and is responsible for the development of medium term policies and strategies.

In order to make European Union, a smart, inclusive and sustainable economy in the coming decade, European Commission has envisaged ‘Europe 2020’ vision. The five primary objectives that define this vision statement are education, employment, social inclusion, innovation and climate/energy. These highly ambitious objectives form an outline for the European Commission’s dream project of making Europe, a trade and knowledge hub.

President of European Commission, ‘Jose Manuel Durao Barroso’, is quite confident of meeting all short term targets set by the commission. A lot depends upon individual states and the representative members to ensure a sound functioning of the European Commission. At a broader level the priorities and objectives of the European Commission, are set by the European council, in coordination with European Union leaders and their national and regional counterparts.

‘Karel De Gucht’ has been appointed European Commissioner for Trade and Commerce since the 9th of February’ 2009. European Commission is one such executive body that operates single-handedly and represents the European Union in the World Trade Organization. European Commission, under an able leadership of eminent personalities is all set to reform the entire continental Europe, in terms of development and lifestyle.
